mitko,
groet,
Jaap Termes

I understand that there was a policy in Austria before 1989 to make the West look very enticing to peopel east of the Hungarian border. Businesses in Vienna were encouraged to use as much light as possible, and it may be that this structure was part of that process.

It's no policy. This "lighthouse"is a part of the decor of Richard Wagner opera the Flying Dutchman until the Bregenzer Festspiele and 2 times replaced from Bregenz to Vienna.

I think this site should only post pictures of a lighthouse, and not pictures of towers that looks like a lighthouse

Hi Jacob! There are few different lighthouses indexes in the world, most of them are official list of lights like UK admiralty list or US NGA list and only currently active lights are included into these lists. ARLHS is Amateur Radio Lighthouse Society list - so it's actually unofficial. Many of the lighthouses are disused for several reasons (too old, not used for navigation anymore etc) and also there are few lighthouses which were never served as official navigation lights for different reasons - but anyway they presented in the ARLHS list. I don't see much problems to such photos on a site as some of these lights have quite interesting history and generally number of such never used lighthouses is less than 0.5% of the whole photos collections.
