Unknown light at St. Lawrence

Attached picture shows a tower at Sankt Lawrence river. Could be in the area of Sorel-Tracy. I'm not sure if it's a light or just a radar tower.
Any idea what this picture exactly shows?

This is likely old view of H2416.1. According to LH directory it was replaced by sceletal tower in 2011
