This is a very tall lighthouse and is similar to the tallest Australian lighthouse which is Cape Wickham on King Island in Bass Strait. However, it is not Cape Wickham as that light has only 5 windows so I doubt this light is in Australia. The surrounding countryside is typically Australian and similar to New Zealand. Given the Australian surround bishland I would guess this is a painting of a ficticious lighthouse in someone's imagination. It is also not normal to build a lighthouse in a valley and there is no evidence of a road which would have been necessary during construction.
