It is a prototype tidal current turbine / generator, off the waters around Orkney, you can see it, if you take the ferry from Kirkwall to Eday or Westray in the distance, this one is the test bed, I believe they have deployed of the cost in Portugal, for more information have a look at their website www.openhydro.com
The yellow light on the top is a special marker, noting restricted area, so thus the need for a light (Aid to Navigation), on the top left part of the structure.
